aXcess: Country Director for C&MA International Non-Governmental Organization (NGO) in Cambodia
After 100 years of ministry by the C&MA among the Khmer people (the majority in Cambodia), our focus is turning to the two largest unreached people groups (UPGs) in Cambodia—the Vietnamese and the Cham. We are currently building two teams for these two groups, and in order to maintain our presence here, we also need to operate as an international NGO, partnering primarily with the Ministry of Health. We need you to recruit and manage IWs for these government-approved medical projects, manage Khmer staff, write project proposals, reports, MOUs, budgets, and financial reports.

Responsibilities:
- Maintain our registration with the government by renewing our MOU with the Ministry of Health and the Ministry of Foreign Affairs every three years
- Write quarterly, semi-annual, and annual reports for various government entities
- Recruit and manage IWs and local staff for these government recognized projects
- Oversee budgets, staff salaries, local taxes, financial reports, audits, etc.
- Write project proposals and do fundraising
Ministry Location Information:
After (and perhaps even during) language study, you will probably be living in the capital city of Phnom Penh. This will provide a central location close to the C&MA Mission Office and national government ministries. You will be doing a lot of travelling to visit IWs and projects. Living conditions in Phnom Penh can range from luxurious to basic. In the countryside, it ranges from basic to primitive. It is hot, humid, and dusty (or muddy, depending on the season!) pretty much everywhere, but it is also beautiful.

Required Qualifications:
Vocational Track
- Completion of the World Perspectives Mission Course (minimum of certificate level) or equivalent
- Minimum of two years of ministry experience
- Minimum of two years of relevant work experience
Clergy (Consecration & Ordination) Track
- Completion of Alliance ordination/consecration
- Completion of at least 30 hours of Bible/theology/ministry
- Minimum of two years successful Alliance Licensed Ministry Experience
- 15 hours of intercultural/missions studies
- If married, one spouse must meet the clergy track requirements, and the other spouse must meet either the clergy OR vocational track requirements
Both Vocational and Clergy Tracks
- Completion of Alliance Polity course
- A recognized bachelor’s degree
- A minimum Modern Language Aptitude Test (MLAT) score of 60
- Experience in NGO management, writing project proposals and grant applications
- Experience in personnel management, job descriptions, performance evaluations
- Experience in fundraising
Language Expectations:
Language is an essential part of ministry. Those who do not know the language will attend a language study program. The goal will be to speak, read, and write the language at a functional level in order to mentor, teach, and train others.
We use the Growing Participatory Approach (GPA) and encourage a home stay at the beginning up to three months. There are also several language schools (i.e. Gateway to Khmer – G2K). Sometimes language learners live at our rural ministry training center for a more immersive experience.
Health Considerations:
The health system in Cambodia is poor (but better than it used to be!). We are right next door to Thailand, however, which has excellent doctors.
Expectations for Spouse:
Spousal roles vary based on the spouse’s gifts, training, and abilities as well as the needs of the team. It is expected that both spouses will be meaningfully involved in meeting ministry objectives depending on the nature of family roles, children, etc.
Children’s Education:
There are numerous international schools of various types available in Phnom Penh. Some provincial capitals also have small international schools. Some workers in rural (and urban) locations homeschool. There are also Christian international boarding schools in Penang, Malaysia, and Chiang Mai, Thailand.
Compensation Package
The successful applicant(s) will receive a full compensation package with the expectation that, once appointed, efforts will be made to raise a portion of support costs through the applicant’s network of friends, family, local church, or other resources. Information on support costs will be made available upon application. Training and/or coaching in fundraising is available.

As part of an evangelical denomination, we are committed to biblical holism, which is modeled and reflected through our work. Due to this commitment, part of the required qualifications includes optimal emotional, spiritual, and physical health. These will be assessed during the application process.
Important Clarification
Applicant(s) should be aware that serving in the international world often requires a higher degree of grace and flexibility. For example, overseas teams can be suddenly and unexpectedly impacted by illness, government decisions, financial realities, team changes, or other factors beyond the team’s control. The challenge for applicants is that these factors can sometimes necessitate the sudden redefining of a position, which may take place before, during, or after the application/interview process has begun or is completed.
